신지역주의 관점에서 본 EU-동아시아 문화교류 연구: ECoC와 CCEA 교류 가능성을 중심으로

Abstract

본 연구는 최근 유럽연합 대외관계 전략에서 나타난 변화를 신지역주의(New Regionalism) 관점에서 주목하고, 문화적 차원에서 어떻게 접근하는지 EU와 동아시아 문화교류 중심으로살펴보았다. 이에 ASEF와 ECoC⋅CCEA 사례를 통해 아시아 문화교류 정책에서 변화를고찰하고 새롭게 나타나는 신지역주의의 특징을 분석하였다. 신지역주의에서 나타나는 정치문화적 측면은 경제⋅안보 전통적 분석의 한계를 넘어서는 새로운 영역으로 주목받고 있으며, 최근 도시 간 협력, 면대면 접촉과 시민들과교류하는 형태로 확대되어 나타난다. EU는 이러한 특성을 만들어내는 주요 행위자로서여러 정책분야에서 반영되고 있는데, 2016년 발표한 ‘국제문화관계를 위한 EU전략(Towarads an EU strategy for international cultural relations)’을 분석해 볼 때, 기존의 규범적 의제를 넘어 EU 회원국들이 이해가 반영될 수 있는 실용적인 방안을 중시하는 성격으로 변화하고 있다. EU와 아시아 문화교류는 ASEF를 중심으로 형성되었으나, 현재 동아시아에서 진행하고 있는 한중일의 문화도시(CCEA)와 EU 유럽문화수도(ECoC)와의 교류 가능성을EU에서 적극적으로 타진해 보는 점을 근거로 EU 정책안에서 신지역주의 경향과 실리적 접근이 강하게 추동되고 있음을 분석할 수 있었다. 나아가 본 연구에서는 EU와 동아시아의 문화교류에서 한국이 교류의 중심행위자로서 수행할 수 있는 방향성에 대해서도 탐색하고 있다. This study focuses on the recent change in the European Union(EU)’s strategy for international cultural relations centered on new regionalism, and analyzes its approach from a cultural perspective between EU and East Asia. Furthermore, this study aims to look into changes in Asia’s cultural exchange policy and seek Korea’s possible responses to them as well as contemplate the changes in cultural exchange policies through examples of ASEF, ECoC and CCEA. The political culture approach to Regionalism has moved beyond the traditional sphere of economic and security issues to include and expand to matters of cooperation between cities, face-to-face contact and exchange between citizens. EU’s cultural exchange was construed through the Asia-Europe Foundation (ASEF), starting from the initial regionalism approach. It is now acting as a global actor and at the same time, it is gradually evolving to take on a more pragmatic form to reflect the Member states’ interests. In this regard, it is important to understand the on-going Korea-China-Japan’s CCEA in relation with the EU’s expansion of ECoC from the neo-regionalism approach. Henceforth, this study explores the direction that Korea can take as the center of East Asia’s cultural exchange.
