스마트 국가위기관리시스템에 관한 고찰 – 복합재난 대응단계 사례분석을 중심으로

Abstract

다양한 복합재난을 예방·관리하기 위해서는 전통적 대응 방식에 4차 산업혁명의 성과를 담은 스 마트 국가위기관리시스템의 도입 및 정착이 필요할 것이다. 본 연구의 목적은 천안함과 세월호, 그 리고 메르스와 같은 복합재난에 대한 대응단계별 사례분석을 중심으로 새로운 국가위기관리 대응 수칙을 도출하고 검증하는데 있다. 연구를 통해 얻은 결론은 다음과 같다. 첫째, 기존의 재난 대응 수칙만으로는 다양한 국가위기를 해결하는 데 많은 한계가 있기 때문에 ICBMS(IoT, Clouding, Big data, Mobile&Machine Intelligence, Security&SNS)와 같은 4차 산업혁명의 성과를 반영한 새로운 수 칙의 마련이 매우 중요하다. 둘째, 새로운 수칙에는 국가위기 발생 이전에 빅데이터에 기초한 예측 과 평가를 위한 사전 2단계 과정을 포함하여 국가위기 발생 이후 재난대응과정에서 골든타임 시기 빅데이터 및 인공지능시스템의 적절한 활용 그리고 ICBMS를 중심으로 하여 법, 조직, 운영, 정보 화, 자원관리, 교육훈련체계 등 6대 국가위기관리 핵심체계의 정비가 포함되어야 한다. 셋째, 복합 재난에 대한 대응단계별 사례연구를 통해서 새롭게 정립한 대응수칙이 현실적으로 유용함을 확인 하였고, 이 과정에서 골든타임 내 빅데이터를 활용한 적절한 초기대응, 스마트 국가위기관리 통합 센터의 운용 및 다양한 법제 개정 그리고 지방정부를 비롯한 협치적 시스템의 강화 필요성 등 다 양한 정책적 함의가 있었다. The purpose of this study is to derive and verify new national crisis management response rules, focusing on case-by-case analysis of complex disasters such as Cheonan warship, Ferry Sewol and MERS, in view of the need to establish a smart national crisis management system that contains the achievements of the fourth industrial revolution rather than the traditional response method in order to prevent and manage various disasters. The conclusions obtained from the study are as follows: First, it is very important to prepare new rules that reflect the achievements of the fourth industrial revolution such as ICBMS (IoT, Clouding, Big Data, Mobile&Machine Intelligence, Security&SNS) because existing disaster response rules alone have many limitations in resolving various national crises. Second, the new rules should include the proper use of big data and artificial intelligence systems in the post-national crisis disaster response process, including the pre-second stage process for forecasting and evaluating big data before the national crisis, and the political system of six national crisis management, including the law, organization, operation, information service, resource management and education and training systems, focusing on the ICBMS. Third, the newly established response rules were found to be of practical use through a case study for each stage of response to the complex disaster.
