컴퓨터 시뮬레이션을 사용한 당파적 게리맨더링 분석: 20대 국회의원 선거를 중심으로

Abstract

본 연구의 목적은 컴퓨터 시뮬레이션(computer simulation)을 사용하여 한국 선거구획정의 공정성을 평가할 수 있는 객관적이고도 경험적인 기준을 제시하는 것이다. 본 연구는 선거구 간의 인구편차를 2:1로 제한한 2014년 헌법재판소 판례와 시군구의 분할을 예외적으로만 허용하는 현행 공직선거법에 부합하는 방식으로 선거구를 획정하는 컴퓨터 알고리즘을 설계하였다. 이렇게 설계한 알고리즘을 이용하여 가상의 선거구획정을 1,000회 반복하고 이를 기준 삼아 실제 선거구획정의 당파성을 경험적으로 검증하였다. 본 연구의 분석 결과에 의하면 지난 20대 총선을 앞두고 실시된 선거구획정이 특정 정당에 유리하도록 당파적으로 이루어졌다고 보기 어렵다. In this paper, I empirically assess the presence of partisan gerrymandering in the 2016 Korean National Assembly election redistricting using computer simulations. I create 1,000 computer simulated districting plans and compare them to the actual districting plan to assess the presence and the extent of partisan gerrymandering. I find no evidence of partisan gerrymandering. First, I find that the distribution of districts favorable to the two major parties at the time, the Saenuri and the Democratic Party, is within the range of the distributions of the computer-simulated plans. Second, I show that the average compactness of actual districts is superior to the average compactness of most of the simulated districting plans.
