공공기관의 전략적 사회적 책임 활동의 효과성 검증: 패널 분석

Abstract

최근 정부는 공공기관 경영평가에서 사회적 가치 실현 활동에 대한 배점을 늘리고 윤리경영을 강화하는 방향의 경영평가제도개편 방안을 제시하였다. 아직도 공공기관이 본연의 목적인 공공성 및 사회적 가치 실현에 미흡하다는 판단에 따른 것이다. 실제 많은 공공기관이 사회적 책임(SR) 전담부서나 인력도 갖추지 못한 채 기관의 미션과 핵심역량에 맞지 않는 단순기부식 SR 활동을 하고 있는 것이 그 원인 중 하나이다. 본 논문은 공공기관의 전략적 SR 활동의 중요성을 살펴보고, 국내 58개 공공기관을 대상으로 수집한 패널데이터를 바탕으로 전략적 SR 활동의 효과성을 분석하였다. 분석결과 SR 전담부서와 전담인력을 가진 공공기관의 경우 그렇지 않은 공공기관보다 총수입대비 SR 지출액과 청렴도 평가지수가 더 높은 것으로 나타났다. 사회적 가치 증진을 위한 SR 사업의 효과성을 높이기 위해서는 SR활동에 전문성을 가진 인력으로 구성된 전담부서를 만들고 전문 인력 양성을 위한 기관 차원의 노력이 있어야 할 것이다. The objective of the study was to examine the effects of strategic social responsibility (SR) on the SR spending as well as the level of integrity of public institutions. A panel data set from 58 public institutions between 2012 and 2015 was collected. According to the results, public institutions with SR departments and staffs tended to spend more for the SR activities than those without such SR structures. Their level of integrity also appeared to be higher than those without the SR structure. It was also established that strategic SR seemed to be more effective than traditional donation or volunteering geared toward providing immediate helps. Strategic SR requires a governance structure where full-time staffs establish SR missions and design SR programs that can accomplish institutional goals as well as social demands.
