중앙-지방정부간 관계 특성 인식의 변이 연구

Abstract

이 연구의 목적은 한국의 중앙-지방정부간 관계에 대한 특성 인식을 거버넌스 양식을 통해 규명하고, 그 변이(variation)를 체계적으로 설명하는 것이다.결과를 요약하면, 첫째 정부간 관계 특성의 계층제적 인식에 영향을 미치는 명확한 변수로는 조직유형으로서 막료조직과 정책유형으로서 규제정책, 자치단체 유형으로서 기초가 있으며, 재분배정책과 수도권 소재 자치단체는 정부간 관계 특성에 대한 계층제적 인식에 다소 제한적인 영향력을 행사하는 것으로 나타났다. 둘째, 정치인 출신 단체장과 여당 소속 단체장, 그리고 단체장의 정부간 역량은 주로 정부간 관계의 특성을 네트워크로 인식하는 데 유의미한 영향력을 행사하는 변수로 제시되었다.정부간 관계에 관한 함의로는 정부간 행위자로서 단체장의 영향력 확인, 정부간 관계의 통로로서 정당의 역할 확인, 마일즈 법칙의 간접적 확인 등을 제시하였다. The purpose of this research is to identify the characteristics of the central-local government relationships in Korea as perceived by local government’s division chiefs and to explain systematically the variation through the multiple regression analysis.The results of multiple regression analysis explaining variation in locap government administrator’s perceptionf of characteristics of intergovernmental relations are as follows. First, the variables affecting the hierarchical governance perception of intergovernmental relations are staff organization(organizational types), regulatory policy(policy types), and basic local government(local government types). and redistribution policy, local government in capital area have a limited influence. Second, the group belong to the local government that a local government head had experience as politician and experience as ruling party, and intergovernmental capacity of local government heads are prone to perceive as network governance.The theoretical implications of intergovernmental relations are the influence of local government head as the intergovernmental actor, the role of political party as the intergovernmental communication route and the applicability of Miles’ Law that where you stand depends on where you sit in korea central-local governments.
