한나 아렌트의 ‘시작으로서의 자유’ 및 ‘다수성’ 개념

Abstract

20세기에 태어나고 다듬어진 아렌트의 정치철학은 ‘정치-공영역의 복원’으로 집약되며, 현대의 참여민주주의나 공동체주의, 비판이론 등에 의해 새롭게 재해석되고 있다.아렌트의 정치행위 이론을 떠받치는 두 주요개념인 ‘자유’와 ‘다수성’은 모든 이해관계와 도구성을 떠나 있는 무중력적이고 자기충족적인 정치의 가능성을 보여 준다. 아렌트는 무엇보다 ‘시작으로서의 자유’를 이야기하는바, 이는 인간의 출생성(탄생성, natality)에서 비롯되는 자유이다. 인간 누구이든 배제-부정됨 없이 무언가를 새로이 시작할 수 있는 자유를 탄생이라는 실존적 경험-사실을 통해 정치-공영역의 이유로서 살려낸 아렌트에게서 자유란 새로운 정치적 시작(공동의 공간에 모여 함께 말하고 행위하는 삶의 시작)의 가능성을 의미한다. 이 자유는 세계 내의 유한하고 우연적인 자유이며, 비주권적-무근거적인 자유이다.시작으로서의 자유와 함께 정치행위의 기원이자 귀결점으로 작용하는 것이 다수성이다. 다수성에 의한, 다수성을 위한 정치라고 할 수 있다. 다수성은 정치 행위의 자유-자기목적성-자기충족성의 징표로서, 이 다수성의 공간이 얼마나 온전히 형성-유지되는가가 아렌트적 순수정치의 척도인 셈이다. 아렌트의 정치행위의 일관된 핵심인 다원성 개념에 대해서는 그러나 근본적 의문과 비판이 없지 않다. 그것은 첫째, 아렌트의 다수성은 자유주의적 다원성과 어떻게 동질-이질적인가의 문제, 둘째, 아렌트에게서 다수성은 정치행위 수행의 선행조건이지만, 이미 일정한 제도적 맥락하에서 형성-공유된 세계를 전제하지 않는가라는 문제, 셋째, 아렌트의 다수-다원성의 정치는 정치의 협소화인가, 그보다는 정치의 무중력적 확산인가라는 문제들이다.인간의 실존적 탄생성 및 공통 감각에서 출발하여 자유로운 다수성 위에서 움직이는 공적 공간의 회복을 주장했던 아렌트의 정치행위 이론은 정치의 복원을 통한 인간의 복원 기획으로서, 분투주의적 사유의 결과물이라고 할 수 있다. Contemporary political theorists, concerned with the democratic participation, communitarian solidarity, or dialogical consensus, devote great attention to Arendt's theory of political action. Her theory is based on ‘freedom as beginning’ and ‘plurality’, which make distinct the non- sovereignty and self-sufficiency of political action.Arendt's concept of freedom is originated from human natality. The natality is the existential condition of human freedom as beginning. And the plurality is the essential condition of political action. But some political theorists call Arendt's concept of plurality into question. The main critique concerns the problems of ‘the affinity to liberal plurality’, ‘the pre-supposition of a shared public world’, and ‘the eventual reduction of the politics’. Arendt insists that the political action, conditioned by the natality and common sense of men, is oriented toward the freedom as beginning and performed by the plurality. Only then the public sphere can be recovered and make possible the non-sovereign co-existence of men.
