성인발달장애인의 자기결정 지원에 영향을 미치는 요인 연구

Abstract

본 연구는 장애인복지실천현장에서 실무자들의 발달장애인 자기결정 지원에 영향을 미치는 요인들을 탐색적 수준에서 살펴본 것이다. 이를 위해 장애인거주시설과 장애인복지관 실무자들을 대상으로 설문을 실시하였으며, 총 464부를 분석에 사용하였다. 분석 결과 장애인복지서비스 현장에서 실무자들이 발달장애인 자기결정을 지원하는 수준에 영향을 미치는 통계적으로 유의미한 변수는 실무자의 인식과 지식, 제공기관 요인, 발달장애인 요인, 발달장애인 부모 요인이었다. 이 중 실무자의 인식과 지식의 영향력이 가장 컸으며, 그 다음으로 제공기관 요인으로 조사되었다. 이에 따라 기관의 자기결정에 대한 인식과 제도를 개선하고, 실무자에 대한 인식과 지식을 개선함으로써 자기결정 지원은 향상될 수 있는 것으로 보인다. 이를 위해 발달장애인의 자기결정 지원을 촉진할 수 있도록 기관 전체의 인식과 환경을 바꿀 수 있는 정책을 개발하고, 실무자의 인식과 지식을 개선하기 위해 자기결정 지원에 대한 기관 단위 교육을 강화하고, 당사자와 부모를 대상으로 발달장애인의 자기결정, 자기권리, 자기옹호 등에 대한 교육을 강화하는 것이 필요할 것으로 보인다.This study is to analyze the factors affecting support for self determination of persons with developmental difficulties. As a result of analysis, we can find out that the knowledge and awareness of the worker is the main affecting factors and the policy of institution is also affect the support for self determination of persons with developmental difficulties. Therefore, it seems to be necessary to enhance the knowledge and awareness of the worker and reform the policy of institution in order to improve the support for self determination of persons with developmental difficulties. To this end, we should make an effort to develop the policy to reform the perception and environment of institution, reinforce the training for workers, and strengthen the education for person with developmental difficulties and their parents on self determination, self advocacy, and human rights.
