동북아 가스 시장의 변화와 한국의 대응 방안 연구

Abstract

에너지 수급 구조의 변화의 시기를 맞아 아시아의 성장에 순기능을 하도록 하기 위한 에너지 수급 시스템의 재구축에 관한 논의가 시작되고 있다. 특히 가스의 수요 규모가 큰 동북아의 가스의 수급에서 나타나는 급격한 변화와 함께 동북아의 가스 시장은 세계 에너지 경제에서 주목할 만한 시장으로 부상하고 있다. 동북아 가스 시장은 수요의 변화가 정책에 의존적이라는 점에서 불확실성이 있으나 중장기적으로 가스의 역할이 확대될 것으로 보이며 공급자의 확대와 경쟁 심화로 인한 구매자 위주의 시장이 형성될 것이 기대 되고 있다. 계약 조건의 개선, 가격 결정 체계의 변화, 트레이딩 허브의 구축 계획은 동북아 가스 시장 유연화의 주요한 변화의 방향이라 볼 수 있다. 미국 LNG의 동북아로의 수출이 시작되면서 러시아와 미국 간의 동북아 시장에서의 가격 경쟁과 경합이 나타날 것으로 예상된다. 한국은 특히 전력 부문에서 발전원의 전환으로 인해 가스의 비중이 증가할 것이 전망됨에 따라 가스 도입에서 수입처 전환, 거래 방식 변화, 가격 결정 방식 변화를 통해 나타나는 유리한 시장 환경을 이해하고 이를 적극 활용할 필요성이 높다. The gas market in Northeast Asia is emerging as a remarkable market in the world energy economy, along with the drastic change in the supply and demand of gas in Northeast Asia, which has a large demand for gas. The gas market in Northeast Asia is uncertain due to the fact that the demand change is dependent on the policy. However, it is expected that the role of gas will expand in the mid- to long-term. The buyer’s market will be formed due to the expansion of suppliers with intensive competition. Improvement of contract conditions, change of pricing system, and construction of trading hub are the major changes in Northeast Asian gas market liquidity. As the US LNG exports to Northeast Asia begin to emerge, competition between Russia and the United States will occur in price competition in the Northeast Asian market. Korea is expected to increase the proportion of gas due to the plan for energy transition in the power sector. Therefore, it is necessary to understand the favorable market for the procurement of gas under the change of importing sources and trading condition.
