공기업 주관 R&D효율성의 특성 분석 - 국가에너지기술개발사업의 연구 성과를 중심으로 -

Abstract

본 연구는 국가에너지기술개발사업의 연구의 주체에 해당하는 주관기관 유형 및 사업 분야에 따라 투자대비 연구 성과의 효율성을 분석하였다. 특히 에너지기술 분야의 주요 특성이 정부 독점영역이라는 점과 그로 인해 에너지 공기업의 역할이 크다는 점에 주안점을 두고, 공기업이 타 주관기관 유형 대비 어떠한 성과 차이를 보이는지, 또한 에너지기술 사업분야에 따라서 공기업이 미치는 영향력이 어느 정도 상이한지를 살펴보는 것이 연구의 초점이다. R&D 과제의 주관기관 유형에 따른 분석 결과, 공기업은 민간 기업 대비 학술적 성과의 효율성이 높은 것으로 나타났고 기술적, 경제적 성과 효율성은 낮은 것으로 나타났다. 경제적 성과 효율성에서는 주관기관 유형별로 뚜렷한 차이를 보여주었는데, 공기업은 기업 유형인 민간 기업 대비 효율성은 낮았으나 비기업 유형인 출연연, 대학 보다는 높은 것으로나타났다. 또한 공기업 중심의 시장 독점력이 강한 사업 영역인 전력, 원자력 분야의 경우, R&D 과제의 경제적 성과 효율성이 낮은 것으로 나타났다.This study analyzed the investment efficiency related to research performance according to the main research institute type and business field of National R&D Program for Energy Technology. In particular, it is the focus of research to investigate the performance difference of public enterprises playing a major role in energy technology compared to other types of institutes and the performance difference due to influence of public enterprises depending on the business sector of energy technology. As analysis results according to the research institute type of R&D projects, public enterprises showed higher efficiency of academic performance than private enterprises, and technological and economic performance efficiency was lower. In terms of economic performance efficiency, there was a clear difference between the research institute types. Public enterprises showed lower efficiency than private enterprises, but higher than non-enterprises such as government-funded research institutes and universities. In addition, the efficiency of economic performance of the electric power and nuclear power field, where the government has strong monopoly power, turned out to be low.
