지속가능하고 회복력 있는 도시개발 및 관리 평가지표: UN 지속가능한 발전목표(SDGs)의 목표 11을 중심으로

Abstract

본 연구에서는 지속가능하고 회복력 있는 도시개발 및 관리를 위한 평가항목 및 지표들을 도출하고 중요도를 분석하였다. 이를 위해 UN 지속가능한 발전목표 (목표 11: 포용적인·안전한·회복력있는 지속가능한 도시 및 거주지 조성)를 기반으로 평가항목 및 지표들을 국내 실정에 맞도록 수정·보완하였다. 전문가그룹인터뷰(FGI: Focus Group Interview)를 통해 9개 상위 평가항목과 31개 세부지표를 도출하고, 전문가 설문을 통한 계층의사결정법(AHP: Analytic Hierarchy Process)를 실시하여 상대적인 중요도를 분석하였다. 상위 평가항목의 경우 기반시설, 주거, 교통 등의 중요도가 높게 평가되었으며, 세부지표 중에서는 대중교통 수송분담율이 가장 중요한 요소로 도출되었다. 결론적으로, 지속가능하고 회복력있는 도시개발 및 관리를 위해 물리적 시설 구축이나 정책 수행을 통해 가시적인 성과를 발생시킬 수 있는 계획요인이 중요하며, 대중교통 이용 비중을 높여 다양한 사회적비용을 감소시키는 것이 효과적인 방법이 될 수 있음을 시사한다.In this study, we developed evaluation items and indicators for the development andmanagement of sustainable and resilient city and analyzed their importance. The items andindicators were revised and supplemented based on UN Sustainable Development Goals(SDGs, goal 11: make cities and human settlements inclusive, safe, resilient and sustainable). The 9 of items and 31 of indicators were deducted by focus group interview(FGI) and their relative weights were analyzed by analytic hierarchy process(AHP) with experts survey. Among theitems, importance of infrastructure, residence, and transportation were highly evaluated. As for the indicators, importance of public transportation ratio was the highest. In conclusion, plan factors that could make visible achievements (e.g., construction of infrastructures) or policy implementation, are significant for the development and management of sustainable and resilient city. Moreover, reduction of various social costs by increasing public transportationratio could be a proper option for the goals.
