공공기관의 미션과 사회적 책임의 전략적 연계

Abstract

기업에서 시작된 사회적 책임(Social Responsibility: SR)에 대한 논의는 점차 공공부문으로 확산되어 가고 있다. 우리 정부도 공공기관에 SR 의무를 부과하고 매년 공공기관 평가를 통해 SR활동 상황을 점검하고 있다. 그럼에도 불구하고 공공기관의 SR활동은 보여주기식이거나 남의 것을 모방하는 등 즉흥적이고 주먹구구 식으로 진행되고 있어 자원의 낭비라는 지적이 있어 왔다. 기존 문헌은 그 원인을 SR프로그램들이 기관의 미션과 연계되지 않았기 때문이라고 지적하고 있으나 두 변수의 연계성에 대한 경험적 분석은 미미하다. 본 논문의 목적은 경험적 데이터를 통하여 그 연계성을 검증하고자 함을 목적으로 한다. 데이터는 2015년 12월 기준 전체 321개 공공기관 중 기타공공기관 202개를 제외한 119개 공공기관(공기업 30개와 준정부기관 89 개)의 홈페이지와 지속가능경영보고서, 그리고 2016년 11월 비구조화된 설문에 응답한 42개 공공기관 사회 공헌 담당자들로부터 얻었다. 분석결과 조사대상기관 대부분의 SR활동이 기관의 미션과 연계되지 않은 채 경영평가를 위한 시혜적 목적으로 시행되고 있었다. 분석결과를 바탕으로 결론에서 기관의 미션과 연계된 SR활 동을 위한 모델을 수립하고 모델의 전략적 실천을 위한 정책대안을 제시한다. Corporate social responsibility has expanded its territory into public sector organizations. The Korean government requires public enterprises to have socially responsible programs, and it annually reviews the program implementation. Nonetheless, there are still reasonable concerns that such programs have been created and performed without much thought or care and thus have wasted government funds. We believe that the problems come from a missing link between the mission of public enterprises and their social responsibility (SR) programs. This study examines the missing link using empirical data. Data were drawn from websites and sustainability reports of 119 public enterprises as well as responses from an unstructured survey of SR coordinators working in the 42 public enterprises. The results confirmed that many public enterprises created and performed their SR programs thoughtlessly primarily in preparation for the annual review by the government. Based on the results, this article suggests a model for SR by public enterprises and provides a number of policy recommendations for the strategic management of the model.
