조선의 도시화는 왜 정체되었는가? : 신제도학파 분석틀의 준용

Abstract

조선에서는 도시화가 매우 지체되었다. 조선은 같은 시기 전세계의 인구정착지역 중 도시화가 가장 지체된 지역이었다. 그럼에도 국토공간 상의 인구밀도는 상대적으로 조밀했다고 볼 수 있는데, 이는 대부분의 인구가 전국 각지의 농촌에 산재되어 농업에 종사했으며, 경제적으로는 자급자족적 체제를 갖고 있었음을 의미한다. 조선의 도시화 지체 원인은 강력한 자율성을 가졌던 지방의 토지귀족들이 농촌에서 할거한 것과 그들이 지역 내 중심인 읍치를 의식적으로 기피한 것, 지배층의 상업 억제로 인한 상업과 시장의 미발달, 도로의 미발달로 인한 상업의 침체 및 고을의 고립화 등에서 찾을 수 있다.향촌 지배층의 읍치에 대한 기피와 조선 엘리트의 상업 억제에는 성문화된 법제가 아닌 비공식적 제도(문화)의 힘이 크게 작용한 것으로 볼 수 있다. 조선의 지방행정은 중앙과 지방 간 정보의 비대칭성과 그에 따른 관련자들의 도덕적 해이, 지대추구행위에 의해 파행적으로 운영되었고 이것이 도시화 억제에 큰 영향을 미쳤다. 전근대사회에서 도시화는 사회발전의 척도라는 점을 고려할 때 조선의 도시화 지체는 조선의 저발전을 의미한다. 조선시대 내내 진행되지 않던 도시화(근대화)와 교통체계의 정비가 국권을 잃은 이후에야 비로소 시작되었다는 것이 조선의 비극이라 할 것이다. In the Joseon Dynasty, urbanization was very stagnant. At that time, Joseon wasthe most retarded area as far as urbanization is concerned among the populated areas ofthe world. Nevertheless, overall population density in the national space was relativelyhigh. What it means is that most of the population was scattered in rural areas across thecountry and engaged in agriculture, and the economic system was self-sufficient. Thefollowing five aspects explain the causes of the retarded urbanization in Joseon: prosperityof the local land aristocrats who had strong autonomy; their intentional avoidance ofresiding in central towns of the region; the deliberate suppress of commercial and marketdevelopment of the government; and the undeveloped road system.
