방위산업의 적정 투하자본 산정에 관한 연구

Abstract

정부와 방위산업체 사이에는 적정한 투하자본보상 판단(과다 또는 과소보상)에 대한 지속적 논의가 있었다. 최근 저금리 기조 하에서 정부(방위사업청)는 방위산업분야의 투자자본보상에 대한 보상범위 및 보상률을 계속 축소해왔다. 본 논문은 이러한 보상체계의 변경이 타당한지를 시뮬레이션을 통하여 검증하였다. 검증결과에 따르면 투하자본보상체계는 2015년, 2016년도 제도 변경의 영향으로 2012년 대비 약 31%의 보상 규모가 축소되었으며, 가중평균자본비용 대비 0.75%p의 과소 보상된 것으로 분석되었다. 또한, 전기·가스 등 다른 규제산업분야와 비교할 경우 방위산업분야는 투하자본에 대한 보상원가가 낮게 인정되고 있는 것으로 나타났다. 그 결과 방위산업분야는 Reverse Averch-Johnson 효과로 인하여 전체의 투하자본 규모가 과소상태에 있는 것으로 추정된다.따라서 정부가 적정한 수준의 투하자본보상비를 보상한다면 방위산업체가 시설· 장비 등의 투자를 확대하여 공장 자동화를 통해 노무비 중심의 원가체계를 개선할 유인을 제공할 것이다. 그 결과 방산시장의 가격 경쟁력은 향상되고 방위산업은 국가의 성장의 원동력이 될 수 있을 것이다. There have been many conflicts about overcompensation and undercompensation of the cost of invested capital between DAPA and defense firms in the Korean defence industry. Under the recent low interest economic condition, the government and DAPA continuously reduced the range and the rate of compensation. This paper aims to examine the validity of these changes made in the compensation system through various simulations. The new compensation policy was made during 2015∼2016 and it reduced the compensation rate by approximately 31% compared to that of 2012. This reduced rate was 0.75%p lower than the Weighted Average Compensation Cost. In other words, the compensation rate is relatively lower in the defense industry compared to that of the other industry such as gas and electricity. It is estimated that the cost of invested capital in the defense industry is undercompensated due to Reverse Averch-Johnson effect.If the government compensate better for the cost of invested capital, the firms may expand their investment in the facility and equipment to factory automization that could eventually improve the labor centered nature of the defense industry. This may enhance the cost efficiency of the defense industry, which would contribute to the wealth of the nation.
