중국 해상실크로드와 항만네트워크 구축전략

Abstract

중국의 해상실크로드전략은 육상실크로드에 비해 경제적 효과가 훨씬 크다. 또한 해상실크로드에해당되는 국가도 월등히 많고, G2 국가로 성장한 중국에게는 군사적으로도 핵심적인 투사전략이다. 항만네트워크 구축은 이런 해상실크로드전략의 핵심이다. 중국은 일대일로를 추진하는 5통지수를 설정해 대상지역을 5개로 나누어 전략 전개의 우선순위와 접근법을 달리하고 있다. 현 단계에서 중국은 아세안에 역량을 집중하면서 서남아시아와 동북아프리카로 영향력을 넓히고 있다. 이 과정에서 주요 항구를 ‘전략적 연계점’으로 선정하고 이곳을 집중 공략하고 있다. 또한 군사안보보다는 경제적 중요도가 높은 해외항구는 ‘중요 연계점’으로 규정하고 적극적인 경제협력을 강화한다. 이를 실현하는 방법으로 해외항구의 운영권을 확보하는 투자를 확대하고, 중국 국내 항구들과 ‘항구연맹’을 추진하고 있다. 중국의 항구들은 국내 경쟁에서 이기기 위해 외국과 ‘항구연맹’에 적극적이며, 이는 중국의 물류 역량 강화와 영향력 확대에 긍정적으로 작용하고 있다. China’s maritime silk road strategy is much more economical than land silk road. In addition, there are a large number of countries that are considered to be maritime silk roads, and military strategy is a key strategy for China, which has grown into a G2 nation. Port network construction is at the main point of these maritime silk road strategies. China divides its target area into five areas and differentiates priorities and approaches of strategy development. At this stage, China is concentrating its capabilities on ASEAN, expanding its influence to Southwest Asia and Northeast Africa. In this process, the main port is selected as a ‘Strategic Linkage Node' and it is concentrated on this port. In addition, foreign ports that are more economically important than military security are defined as “Important Linkage Node” and strengthen active economic cooperation. In order to realize this, China expanding investments to secure the operating rights of overseas ports, and are pursuing the ‘Port Federation' with Chinese domestic ports. Ports in China are actively engaged in overseas ports and ‘Port Federations’ in order to win domestic competition, which has a positive effect on strengthening China's logistics capacity and expanding its influence.
