Abstract
일반적으로 과거의 수문 분석은 정상성(stationary)을 가정하고 수행되어 왔다. 그러나 최근 기후변화의 영향으로 인해 발생한 수문 변동성이 비정상성(non-stationary)을 야기하면서, 비정상성 분석에 대한 필요성이 대두되었다. 여러 연구에서 기후 변화는 이미 지난 수십 년 동안 가속화되었으며, 앞으로도 지속될 것이라고 예측하였다. 이에 따라 수문 분야에서도 미래의 극한 가뭄 상황에 대비한 용수공급 시스템 설계 방안에 대한 연구가 활발히 이루어지고 있다. 극한 가뭄으로 인해 발생할 수 있는 피해는 정상성 분석으로 예측할 수 있는 피해의 범위를 넘어설 수 있으므로, 기후 변화의 특성을 반영할 수 있는 비정상성 모형을 개발하고, 새로운 위험도 평가 방안을 마련해야 한다. 비정상성 모형에서는 확률 분포의 주요 통계적 특성이 변화하는 것을 기본 가정으로 하며, GAMLSS(Ganeralized Additive Model for Location, Scale, and Shape) 기법이 적용될 수 있다. GAMLSS는 분포 함수의 매개 변수가 설명 변수(explanatory variable)에 대하여 선형, 비선형 또는 비모수적 함수로 가정하는 확률론적 접근 방법으로, 평균 및 분산과 더불어 모든 매개 변수에 대해 적용할 수 있는 장점이 있다. 본 연구의 가뭄 위험도 평가는 위험 식별(risk identification), 위험 분석(risk analysis) 및 위험 평가(risk evaluation)의 세 단계로 진행된다. 첫째, 위험 식별(3장)은 주로 위험을 야기할 수 있는 사상과 그에 따라 예측되는 피해에 대하여 정의한다. 본 연구에서 가뭄 위험 상태는 미래 일유량이 특정 임계수준보다 낮을 때로 정의하였으며, 저유량이 지속된 기간과 총 부족 유량을 각각 가뭄 특성으로 산정하였다. 따라서 가뭄 지속기간과 심도를 이용하여 산정된 이수안전도 평가지표, 즉 신뢰도(reliability) 및 취약도(vulnerability)가 가뭄 위험도 평가의 변수로 적용되었다. 미래 기간에 대하여 산정된 신뢰도는 일반적으로 0.05-0.40의 범위를 나타냈으며, P1(2011-2040)보다 P2(2041-2070) 및 P3(2071-2099)에서 평균적으로 더 높은 값을 갖는 것으로 산정되었다. 반면 취약성은 유역의 수문 특성에 따라 범위가 각각 다르게 산정되었으나 평균적으로 10-20 cms 사이의 값을 나타내었다. 취약도는 신뢰도와 달리 P1에서 가장 높은 값을 나타냈으며, P2와 P3에서는 감소하는 경향이 나타났다. 이러한 결과를 통해 미래에는 가뭄 기간이 점차 길어지지만, 가뭄 심도는 점차 줄어들 것으로 예측할 수 있다. 다음으로, 위험 분석(4장)에서는 가뭄이 어떠한 피해를 야기할 수 있고, 또 어느 정도 규모의 피해가 발생할 수 있는지 확률론적 접근 방법을 이용하여 분석하는 단계이다. 이 단계에서 GAMLSS 프레임워크에 기반한 비정상성 코플라 모형(time-dependent copula)이 정의되었다. 신뢰도 및 취약도의 확률 분포가 코플라 함수의 주변 분포 함수로 적합되었으며, 각 확률 분포는 시간을 설명변수로 가정하였다. 따라서 주변 확률 분포 및 결합 분포 함수의 매개변수는 가뭄의 비정상성을 반영하기 위해 시간에 대하여 상수(constant), 선형(linear) 또는 다항(polynomial) 함수로써 산정되었다. 수문 위험도는 일반적으로 설계 기간 내의 특정 재현기간을 갖는 사상의 발생확률을 이용하여 평가된다. 비정상성 분석에서 발생 확률은 시간에 따라 변하기 때문에 위험도 평가를 위한 기준을 선택하기가 까다롭다. 따라서 본 연구에서는 평균 가뭄 사건의 가뭄 발생 확률을 산정하였으며, 시간에 따라 변화하는 위험도를 정상성 모형을 통해 산정된 위험도와 비교하였다. 각 유역에서 평균 신뢰도와 취약도를 갖는 가뭄 상황의 발생 확률은 평균 0.25-0.30으로 산정되었다. 마지막으로 위험 평가(5장)는 위험 분석의 결과를 정량화하고 피해량이 지역에서 수용 가능한지 여부를 판단하는 과정이다. 따라서 발생 가능한 용수 부족량의 크기를 발생 확률에 따라 산정하게 된다. 이를 위하여 본 연구에서는 비정상성 모형을 이용한 JDMI(Joint Drought Management Index)를 개발하였다. JDMI는 다변수 가뭄 지수로, Kendall 분포를 사용하여 이변량 코플라의 동일한 분위수에 해당하는 변수의 범위를 포괄적으로 나타낼 수 있다. JDMI는 가뭄 상태를 정상(normal), 약한가뭄(mild), 보통가뭄(moderate), 심한가뭄(severe) 및 극한가뭄(extreme)의 다섯 가지 상태로 분류 할 수 있으며, JDMI가 클수록 가뭄 위험도가 높음을 나타낸다. 또한, JDMI를 활용하여 발생 가능한 범위의 미래 가뭄 지속기간 및 심도를 추정할 수 있다. 위험도 정량화 과정은 JDMI 산정의 역과정을 통해 이루어지며, 이를 통해 JDMI를 이용하여 분류된 각 가뭄 상태를 유발하는 최소 지속기간 및 심도를 산정할 수 있다. 예를 들어, 연구 지역에서 만약 5년(총 1825일) 동안 건조 상태가 최소 70-180일 동안 지속되고, 일유량 부족량이 0.15-0.40 백만 ton이 발생하면, 해당 지역은 약한 가뭄에 대한 피해를 입을 것으로 예측할 수 있다. 이와 더불어 5년 동안 예상되는 용수 부족량을 단순히 지속기간과 심도를 곱함으로써 추정할 수 있다. 가뭄 위험도가 기후 변화에 따라 어떻게 정량화되어야 하는지는 아직 논란의 여지가 있으며, 추후 더 많은 연구가 필요한 주제이다. 본 연구에서는 비정상성 모형을 이용하여 가뭄 위험도를 정량화하는 방안을 제시하였으며, 가뭄 관리 또는 완화 계획 수립 기준으로 적용될 수 있도록 가뭄 위험의 피해량을 용수 부족량을 통해 나타내었다. 그러나 연구 결과는 지역 사회의 사회경제적 여건은 고려되지 않았기 때문에, 실제 가뭄 피해를 경감시키기 위해서는 지역의 사회경제적 취약성 평가가 함께 수행되어야 한다.; The traditional hydrological analysis had generally been assumed as a stationary condition. However, there has been an increasing interest in the variability of hydrological processes that induced nonstationarity in data. There is a consensus in the scientific community that climate change has accelerated over the past decades and will continue in the future. Therefore, water engineers have been faced with the practical problems of designing a hydrologic system against future extreme events including droughts. Therefore, the risk assessment framework based on nonstationary modeling is necessary for a changing climate to deal with unexpected damages from extreme droughts. The changing statistical characteristics are the most critical aspects of nonstationary modeling. Generalized Additive Models in Location, Scale, and Shape (GAMLSS) provides the modeling technique that the distribution parameters can be assumed to be linear, nonlinear, or nonparametric smoothing functions of the explanatory variables. GAMLSS allows not only the location parameter but all parameters can be modeled as parametric terms. The overall drought risk assessment is comprised of three phases, which are risk identification, risk analysis, and risk evaluation. Firstly, risk identification (Chapter 3) mainly consists of defining the event and what would be its consequences. The risk condition is identified that daily streamflow under the observed low flow, and hence the prolonged duration and its total volume of flow deficit are estimated as drought properties. The modeling variables for drought risk assessment are decided as water supply performance indexes i.e., reliability and vulnerability, defined from durations and severities during the specific design period, which is a 5-year moving window in the dissertation. Reliability generally ranges from 0.05 to 0.40, and the maximum values of reliability are observed generally in P2 (2041-2070) and P3 (2071-2099) rather than P1 (2011-2040) On the other hands, vulnerabilities estimated the average values range from 10 to 20 cms, and unlike reliability, vulnerability tends to decrease in P2 and P3, and the maximum values are generally observed in P1. Therefore, it is expected that drought duration would increase, while the magnitude of the deficit would decrease in the future. Secondly, the risk analysis (Chapter 4) involves the understanding of the risk; how the hazard cause the damage and how severe the damage will be. The time-dependent copula model based on GAMLSS framework is built to analyze the future drought risk. Reliability and vulnerability are used for marginal distributions for copula and assumed to be time-varying. The parameters of each marginal and joint distribution are assumed to be a constant, linear or polynomial function of time to capture nonstationary features of droughts. The hydrologic risk is evaluated using the exceedance probability of an event that has return period T within the N-year design period. The occurrence probability is changing with time, which makes ambiguous to select the design criteria. Therefore, the drought occurrence probabilities of average drought events are estimated to represent the changing risk and compared with the results of stationary models. The occurrence probabilities of each scenario generally have the ranges from 0.25 to 0.30 under the drought conditions that have average reliability and vulnerability. Lastly, the risk evaluation (Chapter 5) is the process of comparing the results of risk analysis with predefined risk criteria to determine whether the harm of risk is acceptable or not. Hence, the magnitude and occurrence probability of the possible damage should be estimated. Joint Drought Management Index (JDMI) is proposed to quantify the risk using a nonstationary copula model. JDMI is unique drought multi-index because it can quantify the range of variables that can produce the same quantile of bivariate copula using Kendall distribution. JDMI can classify drought conditions into five states, i.e., normal, mild, moderate, severe, and extreme. It is designed that the larger JDMI, the higher the drought risk. The risk quantification method is also developed using JDMI, which is the estimation of potential values of drought duration and severity. It is achieved through the backward process of JDMI estimation, and hence the minimum values that trigger each state of drought that possibly occurs in each scenario are obtained. For example, during 5 years (1825 days), the dry condition would be problematic when it is persisted from 70 to 180 days and has daily flow deficit of 0.15 to 0.40 million tons per day. Finally, the expected amount of water deficit per five years is estimated based on the potential drought properties by simply multiplying duration and severity. It is a fundamental question of how drought risk should be modeled under changing environmental condition. The risk assessment framework proposed in the dissertation would provide the decision criteria through nonstationary quantities of drought risk. Thus the results enable to support establishing drought management or mitigation plans. However, the socio-economic condition of the local community is not in consideration, and hence it should be revealed in the future study in order to reduce drought risk in practice.
