FED 설계프로세스와 국내 설계프로세스의 비교 연구

Abstract

현재 진행되고 있는 용산 주한미군 기지의 평택 이전 사업을 둘러싼 지연 문제의 가장 큰 원인은 국내 건설 프로세스와 다른 FED 공사의 프로세스와 특성에 대한 이해 부족에서 기인하는 것이라 할 수 있다. 이에 본 연구는 기존에 이루어졌던 FED 공사 사례와 FED Scope of Work를 바탕으로 국내 공사와 FED 공사 간 설계 및 진행 프로세스의 차이를 비교 분석하여, 향후 FED 공사 수행에 요구되는 기초 자료 제공을 목적으로 수행되었다. 이를 위해 기존에 수행되었던 FED 공사 업무의 Scope of Work 를 중심으로 해당 FED 공사가 어떠한 프로세스와 기준을 가지고 진행되었는지를 살펴보았으며, 공사 단계별로 진행된 업무에 수반되는 규정과 정보, 수행 체계, 제약사항 등을 토대로 FED 공사 프로세스가 가진 특징을 분석하였다. FED 프로젝트의 가장 큰 특징은 철저하게 과정과 절차를 중시한다는 것이다. 또한 FED 프로세스와 국내 설계프로세스는 책임 소재, 인적 자원, 실행 고려 사항, 업무 세분화 등 다양한 영역에서 차이를 가지고 있다. 책임 소재 여부와 관련하여 FED 프로세스의 경우, 대표적으로 착공계를 보면 공사 근로자 노무비 구분관리 및 지급확인제 등에 이르기까지 19종류의 서류를 착공 전에 제출하고 사전에 정해진 서류에는 업체의 사용인감을 날인함으로써 그 책임소재가 명확하다. 인적 자원 구성에 있어서도 FED 프로세스는 기술부와 공사부로 구분하여 각 부의 산하에 세부적인 조직을 두고 총괄하여 전체적인 공사 업무가 진행되는 반면, 국내 설계프로세스는 관리, 공무, 공사, 품질 등으로 구분해 공사 업무를 개별적으로 담당한다. 무엇보다 FED 프로세스는 절차와 과정을 중시하며, 각 단계마다 최종 결과물의 수준이 강조되기 때문에 세분화된 업무 모두가 중요시되는 반면, 우리의 경우 전체적인 결과물을 중시하는 경향이 두드러지기 때문에 FED 공사 진행 시 까다로운 절차와 규정을 준수할 수 있도록 철저한 준비가 요구된다. 본 연구에서 도출된 FED 프로세스와 국내 프로세스의 차이는 향후 FED 프로젝트 수행 시 프로젝트의 계약조건 및 설계도서의 충분한 검토를 바탕으로 한 FED 사업의 공사 전단계(Pre-Construction)의 계획의 수립과 실행 및 리스크 관리 역량 강화를 요구하는 것이라 할 수 있다. 또한 국내 설계프로세스와 FED 프로세스의 단계별 시스템 및 내용에 대한 충분한 사전 준비를 통해 FED 프로세스에 부합하는 방향으로 점진적인 개선이 필요하다.; One of the most important reasons behind the delay in the Pyeongtaek relocation project of the USFK base in Yongsan is due to lack of understanding about the process and characteristics of the domestic construction process and other FED projects. The greatest feature of the FED project is the emphasis on processes and procedures. In addition, the FED process and the domestic design process differ in various areas such as accountability, human resources, execution considerations, and task segmentation.

As for the FED process, 19 types of documents, ranging from construction worker to labor management division and payment confirmation system, should be submitted before the start of construction, and seal the use seal of company in the prescribed documents in advance. The material is clear. In terms of human resource composition, the FED process is divided into the technical division and the construction division, and the overall construction work is carried out by a detailed organization under each department, while the domestic design process is divided into management, public works, Respectively.First of all, the FED process places importance on procedures and processes, and since the level of the final product is emphasized at each stage, all of the subdivided tasks are important. In our case, however, the tendency to focus on the overall result is significant. A thorough preparation is required to ensure compliance with procedures and regulations.

The difference between the FED process and the domestic process derived from this study is that the planning and implementation of the pre-construction plan of the FED project based on the project's contract conditions and the thorough review of the design book, It is necessary to strengthen management capacity. In addition, gradual improvement is needed in order to meet the FED process through sufficient preparation of domestic design process and step-by-step system and content of FED process.
