중국의 사이버 안보 정책 변화와 그 함의

Abstract

본 논문은 중국의 사이버 안보 정책 변화와 그 함의에 관한 논의를 진 행한다. 이를 위해 우선 중국의 사이버 안보와 관련된 연구 경향을 분석 하고 각 지도자의 시기별 정책 변화와 특징을 분석하였다. 연구 결과 시 기별로 중국의 사이버 안보 연구는 변화가 있었다. 장쩌민부터 후진타오 시기까지는 사이버 안보와 관련한 영향력 확대보다 중국의 안정적인 사이 버 안보 환경을 위한 정책수립에 초점을 맞추고 있었다. 반면, 시진핑 시 기 들어서는 국제적이고 공세적인 사이버 안보 정책을 수립하고 있음을 보여준다. 특히 국제정치와 중국정치 분야의 사이버 안보 관련 연구가 급 속도로 증가하였다. 이와 같은 변화는 중국이 사이버 영역에서 새로운 규 범을 수립하고 안보적인 측면에서 역량을 강화하려는 노력으로 볼 수 있 다. 그러나 중국은 여전히 국내 정치적인 측면에서 사이버 공간의 안정과 기술적 발전에 더욱 초점을 맞추고 있다. 이에 한국은 중국의 행태를 위 협으로만 인식할 것이 아닌 공조하고 협력하여 한국의 이익 실현 기회로 삼아야 함을 주장하였다. This paper discusses the changes in China’s cybersecurity policy changes and it’s implications. For this purpose, I analyzed the research trends related to cybersecurity in China and analyzed the policy changes and characteristics of each leader. As a result of the research, China’s cybersecurity research has changed in each period. From Jiang Zemin to Hu Jintao, the focus was on stabilizing domestic politics rather than expanding influence in the international community. On the other hand, it shows that various policies and researches related to cybersecurity have progressed aggressively during the period of Xi Jinping. In particular, the study of international politics and Chinese politics has increased rapidly. These changes can be seen as efforts to establish China’s norms in the cyberspace. However, China still regards stability in cyberspace as important. Therefore, Korea needs to recognize it as a zone to cooperate rather than to recognize it as a threat to China.
