타자와의 조우: 북한이탈주민의 존재성과 분단체제의 현실 이해

Abstract

본 연구는 타자중심적 철학을 기반으로 분단의 현실 속 북한이탈주민의 존재성을 새롭게 조명하기 위한 시도이다. 본고는 고정적 체계논리와 남한 중심의 개혁의식에 기초한 기존 분단체제론의 사유방식은 경계에 위치한 이방인으로서 북한이탈주민의 독특한 존재방식을 이해하는 데 있어 한계가 있음을 주장한다. 지금까지 분단체제론의 주된 논의는 분리된 정치체제 간의 구조적 상호관계성을 중시하면서도, 남한사회의 민주적 변화의 문제에 초점을 맞추어 분단현실의 극복을 논의해왔다. 그러나 북한이탈주민이 증대하고 있는 오늘의 현실은 ‘남’과 ‘북,’ 그리고 ‘한반도’라는 체계적 범주 어디에도 속하지 못하는 타자로서 북한출신 주민들의 실존적 경험에 접근하기 위한 실천적 시각과 태도를 요청한다. 바로 이 점에서 본 연구는 분단체제의 실존적 현실을 이해하기 위해서는 남한적 자아의 동질적 이해를 탈피해 개별적 욕구를 지닌 존재로서 북한적 자아의 다름을 있는 그대로 직시할 필요성 제기한다. 이러한 관점에서 본고는 타자중심의 철학적 사유를 바탕으로 주거지와 일터, 교육 현장 등 일상적 현실 속에서 마주하게 되는 타자로서 북한이탈주민들의 삶을 이해하고자 한다. 궁극적으로 본 연구는 남한의 자아중심적 기준을 넘어 북한이탈주민의 개별적 타자성을 환대하고, 남북한 출신 개인들이 일상적으로 공생하기 위한 실천적 관점을 제시한다는 점에서 그 의의를 지닌다. This article attempts to examine the being of the North Korean refugees in light of the philosophical perspective of the other. We argue that the previous discourses of the ‘Division System theory’ show a critical limit to understand the unique way of the North Korean refugees’ being in the South Korean society. The influential theoretical views of the “South-North Korean Division System” have focused on the democratic renovation of the South Korean society while illuminating the structural aspects of the political division in the Korean peninsula. But the rapid increase of North Korean refugees in a current Korean society requires us to approach their existential reality of being as the other, which cannot fully belong to either regimes. In this light, it is important to recognize the otherness of the North Korean refugees who have their own desire and individual needs, without reducing it into the South Korean framework. We analyze three cases of the everyday life of North Korean refugees (living space, workplace, and school) in order to describe concrete modes of approaching their being as the other; they are still strangers who must struggle and cooperate with the South Korean strangers, forming their own identities in a new society.
