Abstract
본 연구의 목적은 위해 커뮤니케이션(risk communication)의 관점에서 우리나라의 식품 위해(food risk) 사고에 대한 언론 보도를 점검하는 것이었다. 대표적인 식품 위해 사건인 김치 파동 관련 보도에서 사용된 정보원, 뉴스 제시 방식, 내용에 따른 뉴스 프레임 등을 프레임 분석을 통해 살펴보았다. 10개의 전국 일간지로부터 최종적으로 수집된 총 390건의 김치 파동 관련 보도를 분석한 결과, 첫째, ‘식품 관련 정부 부처나 기관’이 김치 파동 관련 뉴스의 가장 핵심적인 정보원으로 사용되고 있었으며, 기사당 인용된 정보원의 수는 대개 1~2개인 것으로 나타났다. 또한 정부는 정보원으로 뿐만 아니라 식품 관련 뉴스에서 가장 빈번하게 언급되는 집단이면서 가장 부정적으로 보도되는 경향이 있는 것으로 분석되었다. 둘째, 김치 파동 관련 기사들은 사건 중심적으로 뉴스를 제시하는 경우가 주제 중심적으로 뉴스를 제시하는 경우보다 상대적으로 많았으며, 사건 중심적 뉴스는 사건의 단순 전달이나 관련 집단의 반응 전달에 주로 초점을 맞추고 주제 중심적으로 제시되는 경우 사건의 영향에 초점을 맞추는 기사가 대책 논의나 원인 규명에 초점을 맞추는 경우보다 압도적으로 많은 것으로 나타났다. 셋째, 김치 파동 보도의 구체적인 내용에 따른 뉴스 프레임은 파동의 경제적 결과를 강조하는 프레임과 사건 사고의 대책을 논의하는 대책 프레임, 정부의 관리 소홀을 지적하는 책임 프레임이 상대적으로 빈번하게 등장하고 있었다. 마지막으로, 시기별로 뉴스 프레임의 변화를 보면, 파동 초기에는 사건에 대한 소비자의 반응이나 정부의 책임, 사고의 대책 방안이 핵심 내용 프레임이었으나, 점차 파동의 경제적 결과를 강조하는 프레임과 통상 마찰을 중국과의 갈등 프레임에서 보도한 기사가 증가한 반면, 안전성이나 비위생 등을 논하는 내용은 낮은 수준에서 다루어짐으로써 경제적 결과가 강조되는 대신 사건의 원인을 규명하는 뉴스 프레임은 자연스럽게 배제되었음을 알 수 있다. 이러한 연구 결과는 점차 중요해지는 식품 위해의 진정한 전달자로서 언론 스스로는 물론 정부, 기업이 어떤 역할을 해야 하는 가에 대한 함의를 제공한다. The present study examined the food risk news coverage in the context of risk communication. A frame analysis was performed for the reports on the Kimchie risk in 2005, which was one of the notorious food risk incidents. The analysis examined the news sources, ways of presenting news stories, and the frames utilized for different themes. From ten national dailies, a total of 390 news stories on the Kimchie incident was collected and analyzed. The major findings are as follows. First, food related government agencies and organizations were essential news sources for the Kimchie stories, and the number of news sources for a news story were less than two. While govemment agencies and organizations were the most frequently mentioned news sources, they were most negatively described in the news stories. Second, the Kimchie incident stories were more likely to be presented through episodic frame rather than thematic frame. While episodic frame stories merely provided the facts of the incident and focused on the reaction of related bodies of the incident, thematic frame stories focused more likely on the impacts of the incident. Third, while the frames of the Kimchie news stories emphasized economic consequences of the incident, the frames of examining causes of the incident seemed to be excluded in the news stories. Fourth, while the frames at the beginning emphasized reactions of the consumers to the incident, government responsibilities, and arranging countermeasures, as time goes by, the emphases of frames changed to economic consequences of the incident, trade dispute between Korea and China. This reveals that the frames did not emphasize the close examination of the factors that caused the incident. The present study provides implications regarding the role of mass media as well as the food industry and government in managing food risk incidents as risk communicators.
