Abstract

The goal of this study is to find out the public library’s characteristics as a public tool for an effective local revitalization and understand the role and possibility of the public libraries. This study focused on Tower Hamlets’ Library Policy and Idea Stores in London. The features of the public libraries for local revitalization are as follow; ➀The public libraries provide mixed functions and educational programs based on the market research and public consultations. ➁They are on the convenient positions. And, they pursue a daily life spaces for the locals. ➂They can adapt programs and spaces according to the changes of local context, resident’s demands and social environment.
