2012런던올림픽 스포츠 유산 정책 고찰

Abstract

이 연구는 올림픽 유산에 대한 실체적 이해를 돕기 위해 2012런던올림픽 스포츠 유산 정책을 단일 사례로 선정하여 스포츠 유산 계획, 실행 전략 그리고 평가 방법에 대해 고찰하였다. 프로세스 개념이 반영된 과정적 맥락의 관점에서 영국이 어떠한 스포츠 유산을 계획하고 어떠한 방식으로 그 계획을 실행했는지, 그리고 스포츠 유산 성과를 평가하기 위한 방법과 전략은 무엇인지를 조사하였다. 본 연구를 통해 확인된 학술적·정책적 함의를 결론의 관점에서 제시하면 크게 세 가지로 압축할 수 있다. 첫째, 국내 올림픽 유산 논의의 관점이 스포츠경기장 시설의 사후 활용 방안에 국한되어 있는 점과 달리 런던올림픽 스포츠 유산 정책 사례는 올림픽 유산의 개념이 인프라적 측면에만 머물러 있지 않았음을 보여주고 있다. 둘째, 2018런던올림픽 스포츠 유산 정책은 올림픽 유산의 계획 단계에서부터 실행 단계를 거쳐 성과 평가에 이르기까지 과정적인 관점에서 단계적이고 구체적인 실행 전략이 담보했다는 점이다. 셋째, 영국 정부는``공공서비스 협정``(PSA) 제도를 도입하여, 이를 런던올림픽 스포츠 유산 성과(효과) 평가에 적용(PSA 22)했을 뿐만 아니라, 런던올림픽 스포츠 유산 계획 실행 성과 평가를 위한 프레임워크를 개발하기도 하였다. This article reviewed the London 2012 Olympics sporting legacy policy as a single-case study, with a focus on sporting legacy plan, implementation strategy and evaluation strategy, in order to help understand Olympic legacies. In terms of the concept of process context, the article explored what the UK has planed a sporting legacy, how the UK has implemented and delivered it and how the strategy of evaluation system has established. Policy implications derived from the study in terms of conclusion are as follows: First, while discussion on Olympic legacy (particularly, sporting legacy) has been focused on, and limited to the effective post-event use of newly established sporting venues and facilities, the review of the London Olympics sporting legacy policy reveled that the concept of Olympic legacy (e.g. sport participation and sporting performance) extends beyond an aspect of infrastructure such as sporting venues and facilities. Second, the paper identified that the policy has secured a series of step-by-step processes for its implementation and delivery strategy from planning stage through implementation stage to impact evaluation. Third, the British government not only introduced ``Public Service Agreement`` system and utilized its indicators (PSA 22) in conducting the sporting legacy impact evaluation, but also developed a Legacy Evaluation Framework.
