TY - THES AU - 김보경 DA - 2017/02 PY - 2017 UR - https://repository.hanyang.ac.kr/handle/20.500.11754/124841 UR - http://hanyang.dcollection.net/common/orgView/200000430546 AB - 최근 1인가구가 급증하면서 가장 많은 비중을 차지하는 가구형태가 되었으며, 1인가구의 상당수를 청년들이 차지하고 있다. 1인가구가 느끼는 가장 큰 어려움은 주거문제이고, 경제적 부담은 더욱 가중되고 있다. 더욱이 청년층의 임금은 계속 줄고, 주거비는 상승하여 청년세대가 느끼는 주거비 부담은 상당한 것으로 나타났다. 이러한 청년 1인가구 주거문제에 대한 대책으로 1인가구용 임대주택 등 공공임대주택 확충의 필요성이 대두되고 있다. 청년들의 기본적인 주거욕구를 충족시키고, 이를 통해 안정적인 주거생활을 보장하기 위해서는 청년주거정책을 실시하기에 앞서 이들의 거주특성에 대한 심층적인 이해가 바탕이 되어야 한다. 따라서 본 연구는 청년 1인가구의 주거특성 및 공간적 분포를 파악하고 주거지분포에 있어 어떠한 요인이 영향을 미치는지 분석하고자 한다. 연구의 분석결과를 통해 청년 주거정책 수립 시 실효성 있는 주거복지를 위해 고려해야 할 정책적 시사점을 도출하는 데 그 목적이 있다. 본 연구는 청년 1인가구 주거지의 공간적 분포에 영향을 미치는 요인을 밝히고자 2010년 가구통행실태조사 자료를 이용하여 청년 1인가구의 특성 및 주거지/직장/대학교의 분포를 파악한 후, 주거지 분포에 영향을 미치는 주택 특성, 생활편의 특성, 접근성 요인을 분석한 다중회귀모형을 도출하였다. 분석단위로는 서울시의 422개 행정동을 이용하였다. 또한 서울시 내에 거주하고 통근(통학)을 한 청년 1인가구만을 추출하여 전체 청년 1인가구, 학생 청년 1인가구, 직장인 청년 1인가구로 재구축하여 종속변수로 활용하였다. 뿐만 아니라 인구주택총조사 자료를 이용하여 1인가구, 다인가구도 구축하여 종속변수로 활용하였다. 본 연구의 분석 결과를 바탕으로 이끌어낸 정책적 시사점은 향후 청년주거정책 수립 시 고려해야 할 사항으로 다음과 같이 크게 세 가지로 요약할 수 있다. 첫째, 청년주거정책의 대상 내에서 대학생을 포함한 20대 청년 1인가구를 위한 추가적인 노력이 필요하다. 본 연구에서 노후주택 비율이 높은 지역일수록 대학생 청년 1인가구 비율이 높게 나타났다. 이는 노후주택이 밀집·방치된 경우 주변 환경 저해 등의 결과를 초래하는 것을 감안하였을 때, 대학생 청년 1인가구가 현재 열악한 주거환경에 처해있을 가능성이 높음을 시사한다. 또한 앞서 현재 공공임대주택에 거주하는 가구의 가구주 연령대를 살펴보았을 대, 20대 가구주의 비율은매우 낮게 나타났다. 따라서 향후 청년 주거정책 수립 시 대학생을 포함한 20대 청년 1인가구에게 세심한 관심이 필요하다. 둘째, 청년 1인가구 내에서도 대학생과 직장인은 역세권 거주 경향에 있어 차이가 있으므로 역세권 입지를 고려한 공공임대주택 공급 시 수요를 고려하여 추진해야 할 필요가 있다. 본 연구에서는 역세권 비율이 높은 지역일수록 직장인 청년 1인가구 비율은 높게 나타났지만, 대학생 청년 1인가구는 유의한 상관관계를 나타내지 않았다. 역세권은 대중교통 이용이 편리하고 서비스 시설이 충분하다는 장점이 있지만, 청년층 내에서 수요가 항상 존재하기보다는 사회·경제적 특성에 따라 차이를 보인다고 할 수 있다. 따라서 무조건적으로 대량공급을 추진하기보다는 수요계층을 면밀히 파악하여 추진할 필요가 있다. 셋째, 청년 1인가구를 위한 공공임대주택 공급 시 직주근접을 실현하되 청년 1인가구가 부담 가능한 주택가격 수준을 고려해야 한다. 본 연구에서 서울시 청년 1인가구의 주거지, 직장 분포를 파악한 결과 직장인 청년 1인가구는 물리적 또는 시간적으로 직주근접이 가능한 곳에 주로 분포하는 것을 알 수 있었다. 또한 주택가격이 낮은 지역일수록, 강남 업무지역까지 거리가 가까울수록, 여의도까지 거리가 가까울수록 직장인 청년 1인가구 비율이 높게 나타났다. 이를 통해 서울시 직장인 청년 1인가구는 주택가격을 고려할 뿐만 아니라 직주근접을 선호하는 것으로 나타났다. 그러나 직주근접 주거지의 경우 기업체가 밀집한 업무지구 주변은 지역 특성상 집값이 높은 단점이 있다. 경제적 기반이 약한 청년 1인가구의 경우 물리적 거리는 다소 멀더라도 대중교통 등을 이용하여 시간적으로는 직장과 가까운 곳을 선호하는 경향이 있다. 따라서 청년 공공임대주택을 공급할 시, 단순히 물리적으로 직장이 가까운 위치만을 고려할 것이 아니라, 동시에 청년들이 부담가능한 주택가격으로 공급할 수 있는지도 고려해야 한다.|In recent years, single-person households have been increasing rapidly, accounting for the largest proportion of households. The policy implications based on the results of this study can be summarized as the following three points which should be considered when establishing the young-generation housing policy in the future. First, additional efforts are needed for single-person households in their 20s, including university students, within the scope of the young-generation housing policy. Because it was found that the higher the percentage of deteriorated housings, the higher the proportion of students single-person household is. In addition, the proportion of the householders in their 20s currently living in public rental housing is very low. Second, since there is a difference in the tendency to live in the subway station area between students and workers, it is necessary to consider the demand of them when supplying public rental housing. The result shows that the number of working young single-person households live near the subway station area higher. On the other hand, there was no significant correlation between university students and the subway station rate. Third, when supplying public rental housing for a young single-person households, it is necessary to comprehend the affordable housing price level as well as the jobs-housing balance. The result shows that young workers prefer the jobs-housing balance. However, housing prices are high around business districts.
